The document "Low-dose Extrapolation of Radiation-Related Cancer Risk" up for comments at this web site states in part (page 32): "at low doses the radiation related excess risk ... tends to be dwarfed by statistical and other variants in the background risk level" In view of this, the beneficial effect (if any) of regulation on low dose and low dose rates will likely be dwarfed by other factors. Such regulation, while costly to implement, appears to have negligible benefit in terms of reducing the cancer risk and so should be discouraged. Thanks.
